PACT/MSI Task Order

 


As part of RELPA, a Regional Conflict Prevention and Mitigation (RCPM) task order was awarded to Management Systems International (MSI), Pact, Inc. and Pact-Kenya (Pact-Ke) recognizing the impacts and costs to developmental progress that conflict brings. The primary aim was to strengthen the effectiveness of conflict-sensitive approaches used in the targeting and delivery of development and humanitarian programs throughout the Mandera Triangle.

The primary tasks of the RCPM were to:

  1. Conduct a baseline study in order to establish the institutional capacity of RELPA implementing partners in conflict sensitive service delivery (CSSD);
  2. Conduct conflict prevention, mitigation and response (CPMR) training and skill building in CSSD, ensuring partner’s understanding of the link between peace and sustainable livelihoods;
  3. Convene NGO partners (regionally) for information sharing, lessons learned and best practices and networking events in CSSD;
  4. Strengthen partnerships between implementing partners and existing peace committees/local governance structures;
  5. Support joint planning and implementation for improved coverage and coordination.

A baseline survey was carried out in February 2007, to examine the root causes of conflict in the area and to assess the capacity of the major NGOs to implement conflict sensitive service delivery. This assisted in the desing of a series of trainings, for local and international NGOs carried out in Nairobi, Moyale and Mandera in Kenya on CCSD. Organizations were provided with practical tools for improving conflicts sensitivity of their programs. A conflict sensitivity cheat sheet or check list was also developed (attached) and this was used during a series of mini-clinics with interested NGOs in the North of Kenya to reinforce what was learnt through the trainings and to support staff to work through the challenges they were facing in their programs realign to conflict sensitivity. A CD was also produced of key resource materials on CSSD that was distributed to ELMT consortium members and others.
